I don't see here a way for the peace, I don't see anything that appear like a real option for a treaty between Dromoda and Kennyland and don't expose, another time, your options. These options are not a treaty, are unilateral decision of one of the part. This Summit doesn't have options good for Kennyland, that hasn't guilty but, according to the intention of the Summit, must pay the price for the peace. It's not fair.

"This Summit is not neutral. This summit is only the attempt to legalize the cessation of a territory, an illegal cessation. Kennyland has no duty en front of this Summit. A Summit, that, in fact, proposed only options good for Dromoda. I don't see anything of neutral in send an ultimatum to Kennyland, saying it "Give the land to Dromoda or accept the creation of an International Governance". You never responded to me to my question why? Simple why Kennyland must give its land to the International Community or to Dromoda? Why? Where are the proofs that Kennyland is wrong? This Summit is unfair and, at least, at Shraman there were present both Dromdoa than a representative of Kennyland, Ivania. Both the parts. Here I see only one part, simple.
The escalation started because Dromoda wants Jillin and because you help it to try to achieve this goal. But not this time. Not this time Eurussia. This time nobody will pay the price of the imperialism, nobody will pay the price of the attempts of some nations to expand their territories a give to other nations. This time the price of the peace will not fall all on the shoulders of the weak, because we will not allow.

Disputed Territory of Jillin Island: OPTION 1 (NEUTRALIZATION)

Citing the commendable internationalizing of dispute the People's Republic of Dromoda made to finally pressure the Monarchy of Kennyland to speak up on the matter and resolve the long simmering dispute once and for all to bring long lasting peace in the Asian Continent and neighboring regions, it is in our belief that we must seek the WA Government's intervention,

Whereas, citing that it is the duty of the WA Government to ensure peace and stability in the world under the WA Constitutition, it is therefore imperative that the WA Council must exercise its powers due to the actions of the directly involved nations, particularly Dromoda and Kennyland, where the latter continues to remain silent while the entire world is looking for a diplomatic solution and the former continues to maintain peace despite its obvious loosening patience of the dispute.

With these, it is now high time for the WA Council to authorize the WA Armed Forces, to bring peacekeeping neutral forced in Jillin Island, the WA Department of Security & Justice, to bring civilian peace and order in Jillin Island, and the WA Humanitarian Organization, to bring humanitarian assistance in Jillin Island, thus temporarily making the disputed Jillin Island under the mandate of the WA Government.

This neutral status quo must be maintained until such time that Kennyland and Dromoda becomes ready to peacefully and diplomatically resolve the matter through bilateral talks or through arbitration before the WA Court of Justice. And any external party violating this status quo shall be considered a crime against the international communitt through the WA Government and blatant violation of the WA Constitution who mandated the WA Council to maintain peace and stability in the world.[/size]

Disputed Territory of Jillin Island: OPTION 2 (EQUITABLE DIVISION)

Citing the reluctance of the Monarchy of Kennyland to voice their position on their own, while the People's Republic of Dromoda prepares itself to enforce its authority over the disputed Jillin Island, the possibility of miscalculations is so high that could trigger an armed conflict. And if a Neutralization of Jillin Island is not enough, we shall consider having a negotiated equitable division of the disputed Jillin Island.

On this solution, the People's Republic of Dromoda could settle itself by halving less than half of the northern portion of the disputed Jillin Island, while the Monarchy of Kennyland could also settle itself by having more than half of the southern portion of the disputed Jillin Island. In support to this, we did the honors to craft a possible agreement that could be reach out and agreed by both claiming parties over the disputed Jillin Island.

TREATY OF PEACE BETWEEN DROMODA AND KENNYLAND

1) Both Parties agree to settle their claims over the Jillin Island in exchange of recognizing their national sovereignty and independence to exercise sovereign authority over the agreed division (as per the picture) over the Jillin Island.

2) Both Parties agree that the People's Republic of Dromoda shall have the sovereignty over the upper portion of the Jillin Island (as per the picture) and as such shall have the freedom to exercises authority over that portion which shall be universally recognized as its own inherent territory and part of the People's Republic of Dromoda.

3) Both Parties agree that the Monarchy of Kennyland shall have the sovereignty over the lower portion of the Jillin Island (as per the picture) and as such shall have the freedom to exercises authority over that portion which shall be universally recognized as its own inherent territory and part of the Monarchy of Kennyland.

4) Both Parties agree to renounce any claims perpetually over the Jillin Island as part of the equitable division over Jillin Island as stipulated under this Treaty.

5) Both Parties agree that this Treaty shall serve as the foundation of their eventual establishment of friendly diplomatic relations and exchange of diplomatic missions and ambassadors to formally establish friendship between Dromoda and Kennyland.

On this setup, even if the Kennyland Government refuses to voice out their position on their own, they could be legally represented by the Ivanian Government provided that they have the evidence of authority to sign the agreement in behalf of the Kennyland Government. And the same thing goes for the People's Republic of Dromoda.

And to further bring legal weight and neutrality and fairness to the document, we can seek as well the vote of the WA Council to become the neutral witness to the agreement by way of signing this Treaty of Peace before the members of the WA Council, WA Parliament, and the WA Court of Justice, to show the world and the future generations that nations can work together, despite all different opinions, in the name of world peace.

Disputed Territory of Jillin Island: (OPTION 3 - EQUITABLE SHARING)
- by the Yellasian Government

Under this solution, Jillin Island will become a special province with integration into both Dromoda and Kennyland. The details of this solution include:

1. Kennyland and Dromoda will share sovereignty over Jillin Island.
2. Jillin Island will be a special province of both Dromoda and Kennyland.
3. Kennylanders and Dromodians will have the right to freely live and travel in the island.
4. Dromodian citizens will be fully integrated into Dromoda's political system, as if they lived in mainland Dromoda. Kennylanders will enjoy the same rights in respect to their own nation.
5. Ports and roadways will be open to use by both governments.
6. Dromodian and Kennylandic will be the official languages of the island.
7. Majority Dromodian districts will use Dromoda's legal system. Majority Kennylander districts will use Kennyland's legal system. Districts that fall under neither category will fall directly under local governance.
8. A local council shall be freely elected by all residents of Jillin Island. The local council will address local issues, the legal system for the island as a whole, and the relationship between Kennylanders and Dromodians.
9. Historic Dromodian sites will fall directly under Dromodian administration, while Kennylandic sites will fall directly under Kennylander administration.

Disputed Territory of Jillin Island: (OPTION 4 - INDEPENDENT UNDER SHARED REGIME)

The Royal Council of HMG would like to propose an idea. We propose that the Jillin Islands become its own sovereign sate with equal separation of powers between Dromoda and Kennylamd. While similar to option 2. This idea would keep Jillin Islands united but pretty much just in the Commonwealth of the two nations.This idea was proposed to us by HM King Willem-Alexander.We also believe that this is a good idea.

"And as we await for Kennyland's formal response until the second 24 Hour Ultimatum, we request all Parties to refrain from making any unhelpful moves beyond this Moscow Peace Summit and exercises maximum self-restraint.

"We stand with Antanares on this issue. The Moscow Peace Conference is nothing more than a group of blatant Dromodian sympathisers. This is not a neutral conference, not at all. Dromoda has absolutely no right to take some of Jillin, none of us do. Until and unless an international supreme court verdict (WACOJ) is passed stating Jillin under the ownership of Dromoda, it will remain KennyLand territory and only the territory of KennyLand.

My fellow delegates, this is not a conflict over the island of Jillin. This is a conflict over imperialism. Today there stands two factions on this issue, the Pro-Dromodian, pro-imperialist faction, and the pro-KennyLand, Anti-Imperialist faction. This will not be solved by some random, and quite obviously biased, measure passed by some clearly imperialistic dromodian sympathising peace conference. Unless the legal title of KennyLand is justly, in the eyes of the law, passed onto Dromoda or any other nation, we as a nation, will continue to defend the sovereignty of KennyLand.

Let me tell you something people. The Shraman conflict failed cause it was reasonable. Cause it didn't bow down to the greedy Dromodian wants, over the rightful KennyLandish haves. The conference failed because Dromoda lost it's cool because the other delegates weren't spineless suck ups that feared making the tough calls. This conference is a different story, Dromoda is treated like a king, and every god damn person here, save a few like Antanares, are so scared of the Dromodan backlash that they are willing to undermine every single fundamental our region, and their own respective nations, were built upon. Enough is enough people. Antanares has finally stood up to the rampant hypocrisy plaguing this conference, and now we too will do the same.

Dromoda is trying to invade an innocent nation. There is no other way you could look at it. Until and unless this summit manages to provide proof showing the legal title of Jillin is under Dromoda, we will NOT have any respect for this summit should it pass some random option as a result of it's impatience.

Ms. Rice, a few minutes ago you asked for my "Option 5". This is my Option 5 : "Dromoda does not get any ownership of Jillin, as there has been no confirmation from KennyLandish officals granting Dromoda some of Jillin, and there has been no proof stating the legal title of the Island Of Jillin to be under Dromodian governing." "Your Excellencies, we have no reason to debate once again the failure of the Shraman negotiations. We just simply believe that your explanations for its failure cannot hide the fact that caused the real break down of the negotiations.

Also, we have repeatedly addressed the issue of fairness between Dromoda and Kennyland in this Summit. And we can't do anything if you are blinded by those facts, with all due respect. The bottomline here is none of you can get Kennyland to bring a representative on this Summit.

With regards to the Option 5 proposed by the New Zealand delegate, in my opinion, it is simply not a workable solution much more a fair one. It is just a mere statement that if we adopt, will just endanger the status quo of this Summit. But we are open for the views of other diplomats.

Nonetheless, we shall await for the deadline of second 24 Hour Ultimatum of the Moscow Peace Summit."

Now shall I get down to business by stating the terms of surrender for the Chinese. One they will change their attitude toward Artite immediately, the hostile threats from a nation who preaches peace with a gun behind their back is not very trustworthy. Second, they will cease their support of North Korreaa's nuclear program and aim for more humanitarian support so that his ally is not dead and that the Korean people are safe and thought of above their supreme leaders criminal ideals of constructing a nuclear program. Which no doubt is an aim to acquire nuclear capable weapons of mass destruction. Thirdly, they will turn their military into a self defense force only capable of operating with in China China territorial waters and borders. Fourth, is that they will continue to make war reparation payments to Xolox however the treaty itself will be revised between the two nations. Lastly, they will recall their navy from international waters before the Imperial Navy catch up to them and kill every last Chinese sailor and marine on board Chinese warships. These are my proposals. I do not belive Lord Franz has anything to say so let us continue with the counter terms from the Chinese.

1) We prefer not to mention the term 'surrender' as it makes this negotiations useless.

2) With regards to China supporting DPRK's nuclear program, indeed must be stopped and must be focused on humanitarian aid for the people. However, we believe that the moves in the Security Council imposing sanctions on North Korreaa and China China would serve that purpose. But I still wish to hear the side of President Xi.

3) Forcing China China to convert its military into a self defense force is something we prefer to leave on the Chinese to decide as we respect both of your sovereignty.

4) We object to revising the Washington Peace Treaty since it has already secured the non-aggression principle among all the signatories of that Treaty. Amending it will not be resolved here but would need another long and exhausting negotiations among all the countries involved on that Treaty.

5) And on your request for the Chinese to withdraw from 'international waters' on our belief is unfair since everyone has the rights to use international waters under the WA Territorial Waters Act. And we believe it is in our interest for both of your navies to withdraw.

looking at the paper and frowning that this little piece of paper was going to determine the outcome of the war. His attention changed completely when his aide hands him a direct communique from his older brother. On it made him frown even more. These negotiations were never going to work and China China would not follow these rules no matter what. Standing up and sliding the communique to the Vice Chancellor, Prince William bowed his head.

"I am sorry to inform you that The Holy Empire of Artite will not concede to any peace, but we will concede to an armistice between the People's Republic of China China and The Holy Empire of Artite. On that piece of paper you have there, states the terms of armistice between our two belligerent countries.

1)China China and Artite will respect each others continental borders and will not cross them unless the other violates this rule. This will ensure that there is no direct contact between our two states. This will not affect free trade to other nations in Arcadia or Asia But a strict sea and air route will be followed by both nations if trade does lead both nations into each others continental borders.

2)China China will not support the D.P.R.K Nuclear Program at all, with or with out sanctions on the D.P.R.K. Artite deems it necessary to make it a point that those who support a regime that only cares about their own ambitions over the lives of their own people are also violating human rights indirectly.

3)Artite and China China agree to send aid to D.P.R.K, however no military equipment or military styled technology is allowed to be sent from either state.

4)China China will respect all other states in the WA and call them by their respective titles when dealing with them via communique, meeting, or any other form of communication.

5)Artite and China China will recall all military assets from current conflict zones, and also apologize publicly

6)China China will reduce their own nuclear arsenal significantly, this should be followed by course of the conflict between Xolox and China China. Artite has labeled China China an enemy of the world who can not be trusted.
