The Average test score is done from last years 93% to 54%.This is at its lowest point in 50 years and the Ministry of Education says it will only get worse. So to solve this problem Minister for Education and Emperor Francois Hollande teamed up 5 days ago to propose a bill to Congress that would increase the Education budget by about 50% and to launch a plan. In this plan every teacher would be retrained to a PHD level education in their subject. And it would ban all phones in school.It would also ban kids from Dropping out of High School.The learning environment of the Children will also become much safer and Kids would be learning on a University type education.

Greater Yellasian election results announced



The United Kingdom of Greater Yellasia's elections have come to a close, proving to be a critical election. Adriana Limél of the Green Party has become the Prime Minister of Greater Yellasia.

The Green Party has won a plurality of the seats, forming a coalition with the previous ruling Socialist Party. The Conservative Party remains the second largest party in Parliament, forming a coalition with the Independence Party, reflecting a willingness of the more moderate Conservative Party to accept more radical proposals from the Independence Party.

Smaller parties: The Liberal-Democratic Party, the Communist Party, and the Low National Party gained three, three, and two seats respectively. The newly admitted Puffnia elected its first MP to its only seat, an independent candidate.

Some political commentators have regarded the greater ideological shifts in the two coalitions to be a bad sign for Yellasia's political future, but others have noted the clear majority in the new government, something that Parliament had lacked in the past government.

Limél has promised to revive a Greater Yellasia that is economically strong but stagnant in other areas, including health and education.

The NAVSTAR GGPS,or NAVigation Satellite Timing And Ranging Galileo Global Positioning System,or,if you prefer simplicity, the Galileo System,is finally up and running, and now it's at full speed. The system will be managed entirely by European Space Agency, in open collaboration with other government agencies. It is a satellite system for navigation and global positioning, designed and developed for civilian use, but also with distinct characteristics for the military sector (and also for public safety, as we shall see). Its main objective is to ensure a system of navigation and positioning precise and in real time, with an error that arrives at most at the centimeter and a half. For the space segment, the Galileo System consists of 30 satellites placed in MEO (Medium Earth Orbit) at an altitude of 23,222 km. The ground segment is composed in particular from 4 Navigation System Control Centers, which takes care of all the series of operations required to determine the orbit of the satellites, to monitor the timing, and the determination and dissemination of information through satellites integrity. It is extremely technologically advanced centers, managed by ESA and capillary sites in the nation.

The system also provides a global network of stations for monitoring orbit and synchronization, spread widely in the nation, the Orbitography & Synchronisation Processing Facilities.

However, some ports, particularly those greatest and most important, for reasons of efficiency and bureaucracy, may be self-employed, and then be provided with autonomy, the so-called Autonomous Port Authorities.
At the national level, all the ports will be controlled by the Central Authority for the Port Infrastructures, framed within the Ministry of Infrastructure and Transport, which will be responsible for evaluating the performance of each port, and it will monitor the management of contracts and investments (which, in case of inefficiency or illegality, can then be locked).

The ports, of course, will still be controlled by governments, and therefore will remain nationalized assets. Only some services may be contracted to private companies on a temporary basis.

Another measure is the financial autonomy of ports. It then recognizes the individual ports a part of the wealth they generate (with excise duties and taxes on goods), which should be aimed for investment in the port structure itself. In this way, government funding may be directed at ports that produce more wealth.

Finally, there are actions aimed at the port operators. It starts with the stabilization of employment contracts (which will become all open-ended contracts). Then there are investments aimed at improving the safety in the workplace and measures to support the continuous training of workers. Further action is the release of the assumptions and the prohibition of hiring temporary contracts (the only permanent contracts are possible).

Even for airport infrastructures investments are planned for several tens of billions from the European Investment Bank and the Ministry of Infrastructure and Transport,through a specifc fund,the National Fund for Airport Infrastructures. Those public investments will serve as a beacon for equally substantial funding from private companies.

These investments are directed to the complete restructuring of the domestic airports, in order to improve the efficiency of the facilities and modernize themselves from technological point of view.
Funding is also focused on massive expanding of the airport infrastructure, to increase the number of people and goods that can transit the same.

To ensure intermodality of transport, most of the funds are aimed to innovation and to the necessary works to enhance and improve the connection of airports with rail and road networks. In this way, each airport will be in direct connection with each point in the nation, with each urban area or production area.

There is the reform of the management of airports. Each Region will be equipped with a particular agency,the Regional Agencies for the Airport Infrastructures,which will have the task to regulate investment, ensure the management structures and management contracts to private companies.
The most important international and intercontinental airports, for reasons of bureaucracy and efficiency, will be able to manage themselves autonomously, through the Autonomous Airport Authority.
At the national level the airports will be controlled by the National Airports Authority, in turn managed by the Ministry of Infrastructure and Trasport,which will oversee investment and procurement (can also possibly block it) and assess individual performance.

The last measure is directed to the airport staff. Again, there will be breakouts recruitment, stabilization of temporary contracts (through their transformation into permanent contracts) and investments to ensure workplace safety and training. Also here is introduced a ban on hiring people with precarious contracts (only hiring with open-ended contracts).

As already mentioned, make the most intermodal transport can allow a speeding up of the process, resulting in significant economic benefits, and of course undeniable environmental benefits (goods moving from road to rail or ship, certainly means much more sustainable) .
The intermodality will be supported through investments amounting to tens of billions from the European Investment Bank and by the Ministry of Infrastructure and Transport, through a special fund, the National Fund for Intermodality.
Public funds will be the guide for equally strong private investment.

First will be funded the creation of large interports and equipped, located in strategic areas (near ports, infrastructure axes or production areas).
These centers will be equipped with the most advanced technologies and more efficient machinery, to ensure speed and security.
Such interports will also be closely related to roads and railways, and tightly integrated with the network of ports and airports.
Here modal exchanges take place, ie in these areas the goods will be transhipped from rail to truck or vice versa, and then sent in the points of sale, in production areas or into the network of ports.
These centers will be managed by regional governments, with some services that can be contracted out to private companies.

To encourage the use,by road hauliers and companies, of the maritime transport in the medium-long range travels, the Government established the National Incentive for Naval Transport, managed by the Ministry of Infrastrcuture and Transport.
This incentive consists of investments and loans to companies and road hauliers to support them by the efficient use of maritime transport, as an alternative to the road.
Obviously the funds invested in the road hauliers and companies must be used for technological innovations and expansion of the company itself.

The strategy is to use the rail in long-range, and limit the use of the road to travel reduced, so as to promote efficiency and environmental sustainability.
To this has been established the National Incentive for Transportation by Rail, managed by the Ministry of Infrastrcuture and Transport,for enterprises that have commissioned the movement of goods using the railway.
These funds should be reinvested for interventions technological modernization and expansion of the companies itself.

With the aim to facilitate the aggregation business in the road transport sector, was established the National Incentive for the Consortia of Road Haulage,managed also by the Ministry of Infrastrcuture and Transport.
The beneficiaries of the aid measures are the groupings resulting from the aggregation of small and medium-sized trucking companies, with a principal or branch office in Europe.
The funds will go to pay the costs for the services of outside consultants, including legal and notary service, related to the process of aggregation, and start-up of new business structures and the introduction of advanced business management related to the operation.

The National Incentive for Professional Training is headed to the trucking companies, whose owners, partners, directors, employees or staff to participate in initiatives for training or retraining.
The goal is to increase the skills and the professional skills of entrepreneurs and operators of road transport sector of goods, in order to promote the development of competitiveness, raising the level of road safety and safety in the workplace, through actions general or specific training.

Despite investments consist of astronomical figures, tens and tens of billions, and are on long-term,but the economic growth they generate will be far superior.

First, investment, and therefore the shipyards and construction sites that will generate, will bring huge development opportunities for businesses, and create tens of thousands of stable and safe jobs.
Private investment will bring significant growth for companies that carry out, with important consequences for the entire economy.

Moreover, the presence of a network of ports and airports large, technologically advanced, ubiquitous in the territory, efficient and closely connected with the network infrastructure will allow for unprecedented growth.
The increased mobility of goods encourage trade, the development of production zones and make the economy more vibrant. And then the increased mobility of people favor the growth of businesses related to tourism.
The industrial areas directly connected to the ports will have a hyperbolic development.
Without saying that the ports and airports, with the extension and the release of the assumptions, will create tens of thousands of new jobs.

The intermodality of goods will further the increased mobility of goods, and then go further to boost the economy.
In addition, the movement of large quantities of goods from road to rail (or to maritime transport) will allow the decongestion of urban areas and roads.
Doing so will increase the quality of life and there will be a reduction of harmful emissions, with obvious environmental benefits.
Government incentives, in addition to promoting intermodality, will allow the development and growth of trucking companies, with business combinations, funding for the expansion and innovation, and support for training.

In short, Europe will enjoy remarkable development and prosperity, thanks to the network of ports and airports best in the region, and to the infrastructure ever more interconnected.
